TBS has successfully concluded collective agreements for 17 CPA groups with 11 negotiators. These 17 collective agreements apply to workers represented by some of the largest negotiators, including THE CSPIP, CAPE and ACFO. The Memorandum of Understanding contained in the above-mentioned 34 agreements on the public services sector is the best way to implement collective agreements. Not only is a new methodology being outlined to allow employees to pay retroactive amounts as close as possible to what would have been achieved if Phoenix could process retroactive amounts in the traditional way, but it also does so within a reasonable timeframe for most employees. At the opening of this round of negotiations, the Government made it clear to all negotiators that retroactivity and implementation of the agreements are key issues, given the ongoing challenges related to the Phoenix wage system and the implementation of the agreements reached in the previous round of negotiations. The employer considers that the current amount of aid is sufficient. The negotiator did not prove otherwise. In addition, this amount was recently increased from $10,000 to $15,000 during the last round of negotiations with the collective agreement signed in June 2017. During the current round of bargaining, six different agencies have concluded 17 collective agreements with four negotiators representing 17,000 workers.
Table 2 below lists the agencies and bargaining units with new collective agreements, their union membership and their population. A four-year agreement would allow the parties to implement more broadly the changes negotiated during this round. I would also provide a better opportunity to stabilize the wage system before the implementation of the next collective agreement. The following help replaces the old Factor Allowance (PFA) and the Opender Supervision Allowance (OSA). The Parties agree that only incumbents of positions deemed to be entitled to the conclusion of the collective agreement and/or the PFA or OSA and those who work in community probation officers who support the parole of offenders will receive the Correctional Service Specific Duty Allowance (CSSDA), subject to the criteria set out below. Women workers who start maternity/parental leave and are entitled to the incentive payment are entitled to a proportionate amount based on the portion of a year that was paid on or after the 24th worked on August 1, 2017 and before the start of their maternity/parental leave, minus all amounts already received from the $4,000. . . .
